Explaining USB Sim readers

I've never used an USB Sim reader, i know it enables you to edit some information on your SIM card, i was wondering, will it enable me to Call and text using my sim card on my laptop ? with the appropriate software ? if yes please explain how.

NO. A SIM card reader only allows you to read the data on a SIM card. It does not contain a receiver/transmitter to connect to the wireless phone system.

Thanks for the answer, so how can I use a SIM on a laptop to call and text ? any external devices ?
