Why wont Chrome allow me to install extensions for the browser??

Why wont Chrome allow me to install extensions/plug-ins for the browser that were developed as just that (ie: youtubedownloader.crx file) I followed install instructions yet
chrome tells me I cannot install from this website!?! Huh?? Please help!!!
