Ok, I looked at the comparison chart located at:
https://www.pdfcomplete.com/cms/Products/OfficeEdition4.aspx?menuid=ProductComparison
...and it does not mention inserting pictures, although it does say you can insert text. You must remember, PDF is a format, and not a program. Rip your document into a word, or any other WORD PROCESSING PROGRAM, then insert the picture, then convert to pdf for security.
Give that a try, as I do not see that inserting pictures are even an option according to the support page for that suite.
