Is this a new router? I find that routers often fail after 2 to 3 years. Remember they are on 24 hours a day 7 days a week.
What type of broadband do you have? DSL can sometimes be a pain to connect.
Do you have support from either the ISP or Belkin?

Your IP address says "Time Warner Cable" so I question it's DSL. Perhaps a call to Time Warner might get you some FREE support.
TWC is cable modem.
I was able to be part of a team that made one of the first RR voip call between orlando and melbourne, utilizing an infant Roadrunner fiber atm network in the late 90's, as a telephony administrator. We were looking at "local to one, local to all" calling. You should have seen the VP come out of nowwhere, as alarms went all over of the place, because usage spiked like a some 'a' gun! I then figured out the meaning of seagull leadership!
I agree, call your isp.
