No start bar or clock they both are missing

It's missing on my home screen.I had my grandson over and he was watching a movie on amazon,when I came back it was off and then I went to my home screen all my desktop icons are there but no start bar or clock they both are missing,what do I do?

Hang in there.

Take your Mouse and put it over the bottom part of where it "should" be. Does it appear? If not, then move to the bottom, until the mouse turns a double arrow, take it and "grab it", by clicking on the bottom of the tray and dragging it up.

If that doesn't work, we can get to it through the control panel.....

If this works, right click over the toolbar, and lock it!

What is your O/S?

Right click over where it should be, and select properties, it should look like this:
