discharge your computer by removing the power cable and holding the power button for 20 seconds.

Plug it back in and turn it on.

try shutting down and turning back on again. has it improved?

hang on, so you've removed the power cable and held the power button on the computer for 20 seconds. Then inserted the power cable and turned it back on?

when i say the power button, i don't mean the one on your power supply unit i mean the button you use to turn it on.

It is normal to get a little noise when putting the power cable into your computer. However, what is the wattage of your power supply?
