A sure sign that you have a virus. You might try one of the products designed to boot into Linux from a CD and clean your Windows OS.
Or you could just give up and do a clean install of Windows.

I suggest you upgrade to Windows 8.1 or take the PC to a local repair shop. Virus repair is a complex subject. The sophistication of this virus requires a high level of user knowledge to neutralize and remove. There for the suggestion of a local repair shop.
