Cannot power on Ipod and Ipad

PLEASE HELP ME!
I have not used my ipod for almost 3 years and my Ipad for almost 1 year. I cannot power on both devices. I tried charging it a whole day but no luck or no sign. I am not able to get hep from apple as well as it says I have to pay USD19.00 Please advice me if you know what to do..

Do you try push home and sleep push Bottom similarly until the Apple icon shows up and release ? This will reset your iPod or iPad.
