Have you set your network to a metered connection?
Swipe in from the right edge of the screen, tap Settings, then tap Change PC settings.
if you're using a mouse, point to the top-right corner of the screen, move the mouse pointer down, click Settings, then click Change PC settings.
Tap or click Network, then tap or click Connections.
Tap or click the connection you want to change, then, under Data usage, turn Set as a metered connection on or off.
Also, ensure your date and time are correct.

Hi,
I changed from unmetered to metered setting but I got the same error code.
I've checked my date and time are correct.

You want to be unmetered.
Have you got all other windows updates installed first before you've gone to install 8.1?
