NO POWER IN LAPTOP

I have an old Dell Latitude D600 laptop. One day,follwing a power failer, the laptop just can't power on. when I press the power button nothing happens. But when I press the power button and F12 at the same time the orange light, something like a bolt of lightening, comes on for few seconds and then goes off. What is the meaning of all this? Does it mean the motherboard is dead? Please help.
