Hi there,
It seems to me that the drive is not spinning and has failed. Am I correct? There may be some mechanical issue, which is really hard to handle in home environment. I would advise you to consult a technician. If you have some warranty left, you should contact the HDD manufacturer. You may be redirected to some Data Recovery Company.

Thanx for your reply R2D2_WD. But when we plugin the hard disk cable with pc then the head moves for just 3-4 secs and also the platter spins for secs and then suddenly it stops .The thing is, It is not moving on platter please tell me how it can be work so that head easily moves on platter.

It really seems like a mechanical issue to me. Maybe the arm has been damaged and can not move over the platter. It could be an actuator issue too. This could be determined only by a technician, which works in the proper environment to open a hard drive in. Do not open the HDD at home. It should be done in a clean, sterile environment, because any dust may damage the platter.
