Then it's what we call "broken". You can try the hard boot process:
1. disconnect charger and remove the battery
2. push and hold down the power button for 30 seconds
3. replace the battery and power cord
4. try to restart as normal
This procedure can sometimes fix a failed hibernation restart problem.
