What you've done to lock the card like tried Encryption software, manually set a password to unlock? I'm afraid that if you forget the password or didn't have the decryption key, all you can do is formatting which will permanently erase all your data.
Try recovery tools like Recuva or TestDisk to recover data from such formatted drives instead if you're looking to get back your data.

Hey yogesh289. As nathanwirth said, it's not quite clear what you mean by "locked". It might be locked/write protected - some SD cards have small switches on them which are used to lock the card so that you can't format it, or modify the files in it.
