I'm sorry cable replacement didn't fix your issue last time. What model WD external drive do you have?

Also, you could try to see if the device is being recognized in BIOS and Device management and also Check and make sure that there is a drive letter assigned to the drive using disk management. In the Microsoft knowledge base there is information regarding how to change drive letter of the WD drive: https://support.microsoft.com/en-us/windows?ui=en-US&rs=en-001&ad=US#1TC=windows-7
