I have several rows of data and a legend which needs to apply based on the mutiple values.
The idea is that D1/D2 equals a % if that percentage is above 90% the cell should be green, if between 60% and 89% should be yellow, if 59% or less red

This legend or format need to apply to mutiple values and is based solely on the quotient value.

d1/d2=89% so it would be yellow
e1/e2=0% so it should be red
f1/f2=90% so it would be green
this goes from column A1:J2 then skip two rows and repeat ? A24:J25

Right now I'm doing this manually but it must be a quicker way.

100% 80% 20% 40% 40% 0% 40% 40%
100% 66% 34% 34% 0% 0% 47% 0%
green y yellow red red green red

Meeting 90% or more of A 2014 goals
Achieve 60% to 89% of A 2014 goals
Achieve less than 60% of A 2014 goals
