Black screen but task manager and control panel still function

Alright this is a weird situation that i have here. Upon restarting my computer my screen goes black but the mouse cursor remains i can click as much as i want no problem. I can access my task manager and if i plug on my phone i can access my control panel through autoplay. Now i have tried task manager with explorer.exe and nothing happens. I have no icons and no task panel display so i can't access much. Can someone please help.
