Dear sir, or madam.

i have problum during installation window xp not detect the hard drive and window7 is stop on 85% and not install no any way to install windows i have tried all the way like normal laptop or other computer pls guide how i install window7 or xp in my laptop inspiron

Is the Win 7 disk damaged in some way?

Win XP lacks the enhanced SATA driver that your motherboard needs. You can use the search function on Kioskea to find work-a-round. But, I don't think the Dell BIOS has the required driver setting.
