My regedit n task manager

Hello,

my regedit n task manager are disabled by the administrator,

i already use,,gpedit,hijack this,n many ways i tried to used it.it still block my task manager n regedit but there nothing n my adminidtrative templates. also i; using tune up utilities registry edit,,but when i can hte value to 0,it will change back to 0.what is my problem sir?
