Restore to Factory Start Up Error

Hello,
I am helping a college student with laptop. I restore windows to factory settings and now it freezes on the Finish screen. I tried booting in safe mode and I get the message that windows didn;t finish installation., I am stuck now and don't know what to do next?

hi,
try to do restore once again.
if it is not working, you will have to format the hard disk and install a fresh copy of windows.
