What do you want to do? Connect your phone on your PC network or your PC on your mobile network?

connect my pc to the internet, I have internet but it wont go on to internet

First connect you phone with pc through USB cable.
After that go to settings> wireless and network >Select the Option Tethering and Portable Hots>enable the USB tethering
