You might want to read this Microsoft page:

https://answers.microsoft.com/en-us/windows/forum/windows8_1-networking/wifi-issues-in-windows-81/9994a9ce-23ed-4482-9b75-6b7e98538920

Can you connect the laptop with a Eithernet cable to the router?
Does the laptop connect with other wifi sources (like the the school or library)?
Does the laptop see the SSID (router ID) ?

You might try deleting the wifi hardware on the laptop and then restart . It should detect the wifi hardware and reinstall the drivers. This sometimes fixes perplexing problems like this.
After reading that Microsoft page I think it maybe the Windows 8 which is causing this problem. I may have to uninstall it and go back to Windows 7.
It connects to the wifi with the Ethernet cable. Have not yet tried other sources outside of the home. Will have to try uninstalling the WiFi hardware.
