Hi,
This has nothing to do with your Windows 8.1, nor the Internet bill. I have both and my browser is working fine.
What browser are you using ? Are you getting any error messages? Is it with all site or just some?
Do you have an antivirus? Which one?
P.S. You have a Mass accent or am I mistaken?
