icloud reset for 5C Closed

Question

Okay, I have a iPhone 5C that I bought, someone stole my sisters phone so I let her use this (my backup) and she logged out of my icloud and put in hers. (I told her not to). Now she has forgotten the password and I can no longer log back into my icloud. I am trying to reset my phone so I can get all my pics and apps but it says this (In the pictures). I need her password in order to reset the phone or log out of her icloud. Please help!!!! I live in Japan also, so the Apple Store is not an option.

We would like to help you, but you must be able prove that you are the phone's legitimate owner and you can't. Everyday mobiles are stolen, although you may be honest, we do not wish to help potential criminals.

I can post some pictures, to prove that this is my phone. Will an ID with just picture and name work? Along with pictures in my phone? I have family pictures, and pictures of my sister who's logged in. As picture her name is Jasmine Overman.

Even if you send us documents and pictures, you cannot prove that it is really you on the pictures.
