Black screen appears continously,laptop is not starting

Hello,
laptop shows black screen and a blinking cursor and shuts down and this happens in a loop, i have tried everything from pressing F8 to windows + R
bt nothng seems to work for me?
is it the problem of motherboard?
pls suggest something guys..its vaio windows 7 64 -bit.

Yes! It is a motherboard issue.
