Account recovery Hotmail

Hello,
I am trying to reset my hotmail password as I think someone is looking at my emails. When I tried to do it, I couldn't verify my identity as my secondary email address and mobile phone number I gave when I set it up are no more. I've started the recovery process giving a new secondary email address and I've just had an email from the Microsoft recovery team to that email address to say that this process has been cancelled. Why?
