Blinking continuously on task bar part and i cannot ope or run t

When i start up my computer windows7, it is blinking continuously on task bar part and i cannot ope or run the program that are pin on my task bar. as well some icon on desktop are covered with dotted line and blinking that continuously. so can any one help me to solve my problem?

Perhaps you have a display chip problem or a Function key that is stuck down.

Can you boot into "Safe Mode" by pressing F8 multiple times when you see Windows logo? Is the display different in safe mode?

i did with safe mode boot. but still the problem is unsolved. when i startup my computer(lenovo) windows 7, continuous beep sound is coming from system(CPU) till it get start up. but after successful startup of computer something is blinking from corner of computer and when i try to run program from task bar it cannot open. but when i open google chrom from task bar cursor and website that show in search button is blinking continuously and cannot run it unless i close the program. so what could be the problem for it? i guess that problem arises after formatting of my computer .. can anyone help me to solve?
