If you have the Windows CD then you can attempt to do a "repair" by booting from the CD. Without "hands-on" access to the laptop I will not attempt to guess what the problem might be.
Perhaps you can find a friend to help you. I would not advise you have it fixed since it would probably cost more than buying a new laptop.
