Problem with two recycle bins on Windows 7

Hello,
I have some how created a recycle bin shortcut on my desktop. In it is all my programs on my desktop. I cannot seem to do anything with this recycle bin. There is no ability to restore files in this recycle bin. At the moment all the programs are still working. However, I am concerned that I will accidentally empty this recycle bin.

So you can still go into it and use the programs but it won't let you restore them?

There's a few different options. easiest being, right click on desktop__personalize__desktop icon settings__unmark the box next to the recycle bin you're having trouble with__then click apply. I'm a little confused as to how your programs came to be in there. If you choose right click on one of the programs and go to properties, where does it say the program is located?
