Hello mitra,
Can see the flash drive under Disk management? Has it got any drive letter assigned to it?
If you don't see it there, try rebooting your PC and while it starts, enter into the BIOS mode by hitting the respective key. Please, tell me if it's showing there under the Storage menu.
You could try to format your drive through third party software stored on the Internet. There are paid and free versions.
