Create a summary table from a master table

Hello,

I need a formula to create a summary table from a master table as below :
Item Des. year
2016 2017 2018
1.1 Foundation wall repair $ 1,200,000
1.2 Window repair 1,500,000
1.3 Sealant repair $ 200,000
1.4 Basement repair $500,000
1.5 Cladding repair $ 300,000

so, I want to have all of the item with value in 2016 with item No. and description in separate sheet .
