Start menu and desktop not working

Hello,
i had this problem for a little while now and when i try to click on the start menu button it does nothing and my shortcuts have all vanished, i thought it was cause i did have windows active but i have now and i restarted thinking it would fix it but nothing help please

i thought it was cause i did have windows active but i have now
