System Restore

Hello, I got a virus - everytime I start my computer a Chinese lady comes on and starts talking in Chinese and none of my buttons on the bottom of my screen are visible and when I try to Ctrl F11 upon startup to try to get to System Restore I can't. I am unable to get onto the internet by going through the error report. How can you system restore if you don't have any buttons visible, such as Start (to get to Help & Support).

What brand of PC do you have? System Restore function vary by manufacturer.
