Perhaps the DVD burner used to create the disks is faulty. CD/DVD drives can have mechanical problems that preclude another drive being able to read them. Sometimes it's just one specific drive that has the read problems. They are calibrated in the factory and can't be changed by the consumer. I suggest you try the disks on another computer to see if it's only a problem on the one laptop.
The only fix is to replace the drive.
