I installed snow leopard and I don't have enough memory to run it. I erased my old OS and have no backup disk, admin password, or any clue on how to erase the damaged OS that takes me to the install screen upon boot. How do I wipe the HD and reboot fresh with OS 9.2.2?

9.2.2 is very old.
Getting a CD for this would be very hard.
try burning this ISO to a disc and installing.
