Toshiba shows black screen with moving cursor

When today i open my lappy it was giving a loud beep sound i was unable to shut down so i took off battery ... But after that i again inserted the battery n then there were 2 options

1-Start window normally
2-launch start up repair

I tried every option but at end the black screen with cursor appeared n i even tried f8 n every option but it end up same
Last time i had same prob but then 3. Day i tried f8 key n then on guest account my laptop got startd and then i restored n it was ok
But help i hv to submit urgent assignment

Plzz help me

Hi, A common malfunction that leads to this happening is some of your hardware could have been disconnected, if you have any USB devices in that aren't 'Needed'. Disconnect them and try restarting your laptop. If the problem continues launch Windows repair and see what's happening. If this still doesn't work, take your laptop to a local PC repair shop.

I tried removing all] cables but no use just a cursore n black screen
