A member who is not anymore at our Organization stole our gmail

Hello,

We are NGO dealing with cultural events. One of our members is not any longer part of our organization for the reason "duty abuse". The same one blocked / stole our gmail / youtube account changing pass, verification codes etc.
We would like to directly write to google, to send them all valid documentation including the copy of our national id's, because now in this stage it is impossible to return our account back following gmail recovery procedures.
