Privacy center

Hello, Every time i turn on my computer i hear this voice saying something about a privacy center then goes straight to the privacy center and starts scanning it tells me i have over 1000 dangerous files and (or) privacy violations found and nothing else no icons no tool bars no start button nothing just a black screen when i somehow got onto my internet some how i am trying to get rid of this but when i try to download something it wont let me. Plzzzzzzzzz help. Thanks
