Cmd prompt error

Hello,
I am having a problem. Except that when I try to open command prompt, either using [start] [run] or by using [start] [programs] [accessories] [command prompt] everything on my screen except the wallpaper disappears for a moment, and then everything on the desktop reappears. The command prompt window does not open even for a brief time.

Can anyone suggest me?

Hi, I have the exact same problem.. Thought it was malware but my antivirus scans are clean. Anyway... the only way i managed to open cmd.exe is to right click it and run it as administrator with the "Protect my computer from..." option ticked...
