GTA IV Runs Laggy And Slow

Hello,I Bought GTA IV Tommorow And Install ,But It Is Runs Very slow And Laggy.I tried Many Things But Its Nothing Work,I also Install Latest Patch 1.0.7.0 But This Game Is very slow And It Gives 8-10 ,How to get better fps .I Put Graphics to low everything but nothing work.Please Help Me.
My System Requirments are -
Windows 7 ultimate
Intel Duo core Processer 2.10 GHZ
2GB RAM
829 MB Graphic card
Intel Mobile chipset express family
