First of All, You must know that if the problem is really based on hardware or Software.
-IF the problem is with your hardware, There is only a few options either to make a purchase or have some tweaks in your current gear. This could be done by changing the "EFFECTORS" of a speaker considering they worth nothing. *My advise don't make it.*
-IF the problem is with your software(Taking a chance as you mentioned it in the hardware section) You have a variety..
First of all you should download the latest audio drivers for your drivers:
Search for Device Manager
Find your Audio Drivers
Open its properties and let windows make an automatic update on it.
If that doesn't work you should download some kind of audio boosters or something like that to overclock your SOFTWARE/HARDWARE but It could also damage your speakers.
Another Try:
go to Sounds>goto Playback>Pick speakers as output device
Goto Properties>At Levels check if is set at MAX(100%)
Goto Enhancments and enable Loudness Equalisation
BEST OF ALL, GET SOME NEW GEAR..
