Monitor being glitchy

Hello,

This morning I tried to turn on my computer, the PC works fine with the fans spinning and the monitor works, however the monitor doesnt display the usual but instead there is just a single thin line of glitchy colors on the very top as seen here:

I tried resetting my CMOS to no avail and I was wondering if anybody had the same or any similar problems.

I have a Benq XLl2449 if that is any help at all.

I suspect Video card failure or monitor failure.
