Hello,
I have an Aspire one Acer with Intel UNDI, PXE-2.1(build 082)
Copyright 1997-2000 Intel corporation.
but every time i switch it on this is what comes up on the screen;
"Intel UNDI, PXE-2.1 (build 082)
copyright (C) 1997-2000 Intel corporation
For Realtek RTL 8101E/8102E PCI_E Ethernet controller v1.09 (080602)
PXE-E61: Media Test Failure, check cable
PXE-M0F: Exiting PXE ROM.

Your HDD is fried, or your bios is not configured to boot to a hardrive, and only a network (which is why pxe boot fails, you have no deployment server answering the request!)

Let us know if this makes sense!

So is this Problem Fixable?, if so how do i fix it? or should i jst start thinking of getting a new thing?

Have you ever changed the bios to alter the boot device? If no, then start looking for a new device, as your HDD has failed, and your machine cannot boot from it (if you didn't tell it to boot from another location!)
