Dell laptop boot issues

Hello,

My dell latitude will not boot past dell screen, it just keeps repeating itself. I currently run windows 7 32 bit. I recently switched back to 7 from 10. Please help, I'm broke and can't afford to buy another computer lol!

Did You try to put the computer in safe mode with networking?(You turn on the computer then immediately, start holding the F8 key pressed until the Advanced Boot Menu appears. Press the Up Arrow or Down Arrow key to highlight Safe Mode with Networking, then press Enter.)

Yes, I did that, bios setup, diagnostics test and that came out good. IDK what's next to do, seems like I've done everything.

I just want to restore to factory Burbank make it to f8 or start screen.

1.Turn on the computer and immediately press the F8 key repeatedly until a startup menu opens.
2.From the Advanced Boot Options Menu select Safe Mode with command prompt and press Enter.
3.At the command prompt, type rstrui.exe, and then press Enter.
4.Read and respond to the screens to restore the system.

DELL ONLY
1.Restart your computer.
2.When the Dell logo appears, press F12 key on the keyboard several times to open the One-time Boot menu.
3.Use the down arrow key on the keyboard to select Diagnostics and press the Enter key.
4.Follow the on-screen prompts and answer them appropriately to complete the assessment.
5.Write down any error codes listed
6.Use the Dell Interactive Support Agent(English only) to get information about ePSA or PSA diagnostic error codes.

If you have a serious computer error, this will get very hard.

Everything passed on the diagnostics test, but f8 still won't work, I can't get to safe mode.

try taking apart the computer and getting the hard drive.
