Cpu shuts down

I got a problem my pc is not opening only the fans runs and dvd drive light. I used to on and off the power switch of electric board and after a lot of time it opens. and everything works. but after shutdown the same problem happen again.

Looks like a power supply issue, you must take it to the repair shop
