Unfortunately this is a common thing when a flash drive or a memory card fails. If neither the CMD method nor the regedit one helped, I'm afraid that the SD card has probably failed. Unless it has a locking switch, which you might have locked by accident.
You could also try reformatting it via its manufacturer's formatting tool (most manufacturers offer such tools for their flash drives and memory cards).
In nothing proves useful, I'd recommend that you RMA it if it's still under warranty, or get a new one.
