Unable to boot past "welcome " screen

I have an HP Laptop that won't boot past the "welcome" screen in either normal, or Safe mode. F11 doesn't work either. O'Neill trying to restore the OS to a time before the problem started. How can I do this without losing all my files? Is there a hotkey, besides F11, I can use to access the control panel? I don't have a boot disk since the computer came with Windows pre-installed. Any assistance with this problem would be greafly appreciated. Thanks.

Hi there,
Please try boot on safe mode, F8
And then choose the option: Last known..
Failing to get that working restart and tap on F8 again but then this time select the Command prompt option and run the check disk to repair any corrupt files in your HDD.
