Windows 7 missing or corrupt Windows root system32 Hal

Hello,

I have an Acer Aspire 3000 unable to download Windows 7 keeps telling me it's meeting windows could not start because the following file is missing or corrupt Windows root system32 Hal. Dll keeps asking to please reinstall a copy of the above file how do I proceed?

Hi where are you trying to download Windows 7 from?

Didn't you already have an operating system on your laptop when you purchased it?
