Is it possible to access the BIOS and navigate in it without any trouble? If it is, most probably the issue is Windows related. Could you try booting in Safe Mode? Please confirm that your desktop covers the hardware requirements for Windows 10. I would strongly recommend you to try reinstalling the OS or trying with another version or iso file.
