Hi Robert,
If the flash contains a Microsoft software and you cannot format the drive, you should try using s formatting tool, as xpcman suggested. Another option is to test the drive on another PC and while in Safe Mode. Are you trying to format the drive in Disk Management? Try formatting it in Command Prompt. Type the following commands:
Diskpart
List
Select disk n (n must be the number of the drive)
Clean
Go back to Disk Management and try to format the drive.
