It sounds as though the network might be messed up. Are there any other devices connected to the network?

I have another ipad (air2), 2 laptops that work fine on the same network so I've ruled that out. Any other thoughts?
My bad, I guess I missed that detail!
Can you browse as normal? Does everything else on the Pad work right, except the video playback? SO you could google something and it works? What video player is it using? What version of the app?

I'm able to everything else with no issue. In an app (EX: DishAnywhere), the full app loads but the video window is black. In YouTube, same thing only after trying t play, I get an ERROR try again later message. In FaceBook, vids only act like they will load but keeps showing the load meter. All apps are the latest version. I will say that it seems this started while watching video from Niter and 123videos.

I did a hard reset. Once the ipad was finished resetting, I reloaded Dish and Netflix along with Google Chrome. I can't view videos in chrome or Safari. How can I reinstall the Codec?
There are times when the manufacturer no longer wishes for you to use your devices.
Please forgive me, but I am not an APPLE genius. I encourage you to find out what it would take to make an appointment with an APPLE genius that is local to you.
